ABOUT THE JOB

The Associate Director will work closely with the VP of IT to develop and implement strategic IT Governance models, frameworks and direction and will have primary responsibility to translate that direction into operational objectives, processes, responsibilities and activities that ultimately enhance the technology experience.

Key Responsibilities:

Communication (15%)

  • Working with IT Leadership, directs the creation of a comprehensive IT resourcing, planning, communication strategy and accompanying processes to include identifying and improving the appropriate communication vehicles to provide timely, accurate information to the appropriate target audiences.
  • Provides leadership, mentorship and coaching for the FMI staff who are responsible to:
    • Communicate with FMI leadership, FMI staff, to ensure established communications protocols are being followed during an incident and/or change.
    • Continuously monitor, measure, and improve the effectiveness of IT  initiatives.
    • Develops a comprehensive FMI IT portfolio management strategy with accompanying processes.
  • Provides leadership, coaching, and advice to the technology group and VP of IT.
  • Through interviews, research, and other methods, assesses FMI staff training needs and makes recommendations for valuable training opportunities.
  • Under the direction of ITLC provides and/or coordinates training as needed. Topics may include:
    • Change Management.
    • Effective Communication.
    • Team and interpersonal skills.
    • IT processes.
  • In preparation for the budgeting process, reviews all IT  plans and make suggestion to ensure valuable use of professional development funds.
  • Provides leadership and oversees efforts in the following:
    • Create a framework to govern the effective use of IT Funds and resources.
    • Provide best practices and training materials to help drive adoption and implementation.
    • Creates and maintains processes to facilitate the sharing of knowledge.
    • Assist with employee and IT onboarding processes.
    • Organize department meetings and other special events that develop the FMI staff collectively and individually.
    • Manage the business of FMI IT budgets. 

IT Governance (30%)

  • Identifies areas, processes, procedures, standards, etc. where improved governance is needed to increase effectiveness and efficiency.
  • Working with VP of IT, acts a resource in the development and maintenance of operational plans.
  • Provides leadership, mentorship and coaching for the FMI resources who are responsible to:
    • Provide leadership for the Change Advisory Board (CAB) and other critical governance efforts.
    • Create (or act as the facilitator), maintain, and disseminate FMI policy and process documentation in a standardized format that is readily available to university stakeholders.
  • Develop and refine FMI operational communication plans including:
    • Incident response.
    • Change control.
    • Internal FMI projects.
    • Internal group communication.
  • Maintain a library of FMI policy and process documentation.
  • Regularly review FMI IT policy and process documentation for currency and manages the process of updating out-of-date documentation.
  • Create and maintain an FMI IT Employee Handbook which documents the processes used in FMI.
  • Continually look for opportunities for process improvement and brings these suggestions to the attention of the VP of IT.
  • Maintain a knowledge repository of FMI process and procedure documentation.
  • Provide applicable research to inform FMI staff and efforts of industry accepted best practices.
  • Assess the effectiveness of each FMI Leadership Council and provide support as needed for these councils.

Strategy Management (40%)

  • Working with the VP of IT, produces high-level, multi-year strategic planning artifacts aimed to communicate the strategy and direction of the FMI IT department.
  • Takes a leadership role in the development of corporate IT standards.
  • Working with the VP of IT , designs and directs retreats, table-top exercises, and other events aimed to:
    • Increase FMI maturity.
    • Create, refine, and raise awareness if FMI strategic artifacts and directions.
    • Improve planning, budgeting, and forecasting regarding the use of funds and resources.
  • Continually evaluates FMI strategies and plans for effectiveness and adoption.
  • Under the direction of the CIO and IT Steering Committee (ITSC), updates institution-wide strategic technology plans.
  • Promotes regular and ongoing opportunities for FMI IT staff to give feedback on the effectiveness of teams and initiatives. Engage FMI IT staff, keeping them informed of positive developments, build understanding in the event of problems.
  • Accomplishes special projects as assigned by the VP of IT.

QUALIFICATIONS

Basic Qualifications:

  • Bachelor’s degree required in an applicable area.

Preferred Qualifications:

  • Experience/familiarity with TJC resources, responsibilities and procedures; desired.

Span of Authority / Control:

  • Decisions made independently by this position: Decisions regarding the day-to-day activities of the FMI Strategy and Governance.
  • Decisions referred to the supervisor or other individual: Broad, strategic about the vision and direction of the University and the strategic direction of FMI will be referred to the CIO.

Regulations:

  • Federal, state, institutional or other types of regulations that influence job responsibilities.
  • All federal/state laws and requirements will drive solutions performed by the incumbent.

Work Schedule:

  • Special circumstances in the work schedule (e.g., travel, shift work, weekend or holiday work, on-call, other).
  • Typical Monday through Friday, 8:00am-5:00pm work schedule, with an expectation for additional work hours when necessary.

General Expectations:

  • Will have contact – in person, by email, or by phone – with staff, students, and the general public.
