Portfolio Resource Manager

About the Job

The Portfolio Resource Manager will be a part of the Portfolio, Program and Project Management organization (PPPM) and act as a key link between our portfolio planning function, the project managers responsible for project delivery and our project focused workforce.  The Portfolio Resource Manager will help manage a dynamic database of project resource assignments that will enable the organization to identify where our project resources are deployed, when and where we have resource capacity in our system and where resourcing bottlenecks may arise that would impede the organizations’ ability to deliver on their portfolio objectives.

Key Responsibilities

Resource Planning

  • Ensures resource allocation is well coordinated and resource capacity is understood; identifies resource gaps. 
  • Maintains a strong partnership with department managers and lifecycle team leaders for planning and forecasting project resource needs and capacity and for modeling future resourcing scenarios. 
  • Collects, communicates, and forecasts project timing and resource allocation in alignment with finance so that there is an aligned view of financial and FTE resource requirements for all departments and projects. 
  • Establishes close partnerships with key functions and governance bodies to support the corporate planning cycle. 

Resource Allocation

  • Ensures resource allocation is well coordinated and resource capacity is understood; identifies resource gaps. 
  • ​​​​​​​​​​​​​​Works with functional owners to identify the right resource(s) to the right assignment(s). 
  • Maintains updated dynamic resource allocation dataset that includes skillsets, previous experience, and availability where possible 

Resource Monitoring

  • Develops a set of executive and team related dashboards to communicate the status of the portfolio and to highlight bottlenecks and/or risks 

Resource Process Development

  • Continually improve resource management best practices, techniques, and tools  

Qualifications

Basic Qualifications

  • Bachelor’s degree in business administration, scientific field or equivalent 
  • 4 years of practical work experience in a project, finance, or consulting setting 

Preferred Qualifications

  • 1 year of experience in a resource management role
  • PMP certification and /or proficiency with project management principles, practices, and technology 
  • Regulated medical device or pharma or biotech experience
  • 1 year or more of Smartsheet experience
  • Proficiency in excel, including the use of pivot tables, charting and formula 
  • Demonstrated self-motivated learner that is systems oriented and enjoys working with new solutions
  • Excellent interpersonal and relationship building skills to build credibility
  • Exceptional communication skills (both verbal and written)
