About the Job

The Director, State Government Affairs is a member of the Government Affairs team within Corporate Affairs and helps shape local and state policies affecting advanced molecular diagnostics. The position serves as FMI’s principal state-registered lobbyist with a concentrated focus in Massachusetts and North Carolina. The position collaborates cross-functionally to understand how local and state policies may affect each site location; tracks, monitors, and analyzes legislative or administrative activities; develops advocacy strategies on key policy priorities; and represents FMI with local and state policymakers as well as third party stakeholders such as trade associations.

Key Responsibilities

  • Serve as the principal state-registered lobbyist with primary responsibilities in Massachusetts (MA) and North Carolina (NC). Responsibilities will extend to other states on an issue specific basis as necessary. Lobbying responsibilities would include, but not be limited to, local and stated elected officials, agencies, and commissions and would require travel as necessary.
  • Distinguish FMI as a trusted partner of choice by improving awareness of FMI’s role in a cancer patient’s journey, increasing policy engagement, and leveraging internal expertise.
  • Shape and influence local and state policies that foster innovation and advance patients’ access to comprehensive genomic profiling.
  • Track, monitor, and analyze local and state legislation, regulations, executive orders, guidance, and/or advisories for key priority issues. In doing so:
    • Coordinate with the SVP, Corporate Affairs to develop issue advocacy strategies;
    • Develop proactive solutions, including legislation, that advance the Government Affairs’ priorities;
    • Share political intelligence in a timely manner;
    • Assess opportunities and risks when developing solutions;
    • Collaborate cross-functionally to ascertain supporting data or analysis; and
    • Serve as a trusted business partner in providing political counsel.
  • Develop and maintain strong external relationships in MA, NC, and other states as necessary, including but not limited to local and state policymakers, industry groups, and patient and professional organizations. All engagement shall be conducted in compliance with applicable local and state lobbying laws, regulations, and FMI’s Code of Conduct.
  • Review existing state engagement and identify areas of improvement or leadership opportunities. 
  • Manage state consultants, monitor trade association and coalition efforts, and ensure that membership-driven organizations consider and incorporate FMI’s perspective.
  • Develop memorandums, presentations, briefing materials, or issue briefs to educate internal stakeholders regarding the state political landscape and its potential impact on FMI and patients. 
  • Provide briefings and policy updates to the CEO, Executive and Leadership Teams and other senior stakeholders. 
  • Participate in political activity as necessary and appropriate.
  • Travel domestically on a quarterly basis.
  • Other projects as periodically assigned.

Qualifications

Basic Qualifications

  • Bachelor’s degree
  • 10+ years of experience within public policy, government affairs, or related industry
  • Experience working in local or state government

Preferred Qualifications

  • 12+ years of experience within public policy, government affairs, or related function
  • 5+ years of experience within oncology, healthcare, diagnostics, biotechnology or similar industry
  • Experience advocating for complex policy positions, developing policy solutions, negotiating, and building consensus among a range of stakeholders
  • Demonstrated track record of strong oral and written communication skills
  • Understanding of healthcare, diagnostics, and biotechnology industry issues, including but not limited to the Affordable Care Act; NGS NCD policy; tax; trade; patent; and, other healthcare or corporate issues that impact the diagnostics industry
  • Ability to analyze and distill complex information into a concise, comprehensible narrative
  • Ability to work under tight deadlines with little supervision
  • Highly self-motivated, with the ability to excel in a dynamic, fast-paced environment and exhibit a team-oriented, patient-centric approach
  • Understanding of HIPAA and importance of privacy of patient data
